VCE 2027: What's Actually Changed?
A simple guide for new VCE families - plus a comparison of the 2026 and 2027 VCAA Handbooks
VCE rules can feel complicated, especially for families entering Years 11 and 12 for the first time. For this edition, we compared the 2026 and 2027 VCAA Administrative Handbooks and separated the long-standing VCE rules from the changes and clearer requirements for 2027.
THE BIG IDEA
The VCE itself has not suddenly become a different qualification. Most of the core structure remains the same. The important 2027 updates are mainly about clearer eligibility rules, clearer student protections, stronger school obligations and better communication with families.
This edition has two parts
1. NEW TO VCE?
A quick explanation of Units 1-4, S/N results, school-based assessment, moderation and what the VCE qualification actually requires.
Start here if this is your family's first VCE year.
2. WHAT CHANGES IN 2027?
We highlight the areas where the 2027 Handbook adds new explicit wording or strengthens what schools must do.
These are the parts families should pay attention to.
Source basis: VCAA VCE Administrative Handbook 2026 and VCE Administrative Handbook 2027.

NEW TO VCE? START HERE
The core VCE structure is largely unchanged for 2027.
WHAT DOES A STUDENT NEED TO COMPLETE THE VCE?
The minimum VCE requirement remains 16 satisfactorily completed units. These must include 3 units from the English group, including a Unit 3-4 sequence, plus 3 Unit 3-4 sequences.
For an ATAR, VTAC also requires a scored Unit 3-4 sequence from the English group.
UNITS 1 & 2
May be completed separately or as a pair. They are usually used to build the knowledge and skills needed for senior VCE study.
UNITS 3 & 4
Must be completed as a sequence in the same academic year. A VCE student must satisfactorily complete Unit 3 before commencing Unit 4.
S/N IS NOT THE SAME AS A SAC SCORE
An S means the student has demonstrated the required outcomes for the unit. An N means they have not yet demonstrated satisfactory completion.
VCAA requires satisfactory completion to be based on a teacher's holistic judgement across a range of evidence. It must not be decided from one SAC result alone.
Scored assessment is a separate question: how well did the student perform? Initial school-based scores may later change through statistical moderation.

WHAT ACTUALLY CHANGES IN 2027?
Four areas stand out when the 2026 and 2027 Handbooks are compared.
1. EAL + SECOND LANGUAGE
The 2027 Handbook now explicitly says a student cannot combine EAL with a Second Language study unless that language is additional to both the student's first language and English.
2. N REDEMPTION
After receiving an N for an outcome, students must now be offered at least 2 opportunities to redeem it.
3. SMALL UNIT 3-4 CLASSES
In 2026, partnerships were recommended for very small scored classes. In 2027, schools with fewer than 5 scored enrolments must form a partnership or request an exemption.
4. FAMILY COMMUNICATION
The 2027 Handbook explicitly requires key VCE information to be provided in writing to students, parents and/or guardians each year.
ALSO NEW IN THE 2027 HANDBOOK
A dedicated Recognition of Learning Statement for eligible students who meaningfully engaged in learning but cannot complete VCE/VCE VM because of individual circumstances.

CHANGE 1: EAL + SECOND LANGUAGE
A new explicit restriction that families could easily miss.
2027 HANDBOOK RULE
A student may not be enrolled in both EAL and a Second Language study unless the Second Language is additional to both the student's first language and English.
A Chinese example
FIRST LANGUAGE: CHINESE
Student is enrolled in EAL.
Chinese Second Language - NOT PERMITTED.
Chinese Second Language Advanced - NOT PERMITTED.
FIRST LANGUAGE: ANOTHER LANGUAGE
Student is enrolled in EAL and studies Chinese as an additional language.
Chinese Second Language or SLA may be possible, but the student must still satisfy the separate VCAA eligibility rules for that study.
WHAT FAMILIES SHOULD DO
Confirm the student's first language.
Check EAL Units 3-4 eligibility early.
Check the separate eligibility rules for the chosen VCE language.
Do not assume that qualifying for both studies separately means the combination is allowed.

CHANGE 2: CLEARER N REDEMPTION
A clearer minimum entitlement after a student receives an N for an outcome.
2026
If a student received an N for an outcome, the school had to provide an opportunity to redeem it and further or alternative opportunities.
Possible evidence included classwork, homework, additional tasks or discussions.
The Handbook did not specify a minimum number of redemption opportunities.
2027
Students must now be offered at least 2 opportunities to redeem an N outcome.
Where appropriate, the opportunities should be different from the original requirements. Students must also be told that the work is being used as a redemption opportunity, including its conditions and deadlines.
WHAT REDEMPTION CAN AND CANNOT DO
Redemption is designed to change an outcome from N to S by allowing the student to demonstrate satisfactory completion.
It is not a second attempt at the SAC for a higher school-based assessment score.
FOR FAMILIES
If an N is issued, ask the school what the two redemption opportunities will be, what evidence is required and the relevant deadlines.

CHANGE 3: SMALL UNIT 3-4 CLASSES
For very small scored cohorts, a recommendation becomes a requirement.
2026
VCAA recommended that schools with fewer than 5 enrolments in a scored Unit 3-4 study form a partnership with another school.
The purpose was to support the quality of curriculum provision and assessment arrangements.
2027
Where a school delivers a Units 3-4 study with fewer than 5 scored enrolments, the school must now either:
- form a partnership with at least one other school, or
- request an exemption from VCAA.
If an exemption is requested, the school must explain why forming a partnership is not possible.
WHAT THIS MEANS FOR STUDENTS
A very small Unit 3-4 class is not simply left without a formal moderation arrangement. Families can reasonably ask the school how the partnership or exemption is being managed.

CHANGE 4: CLEARER COMMUNICATION WITH FAMILIES
Parents and guardians are more explicitly included in the written communication requirements for 2027.
2026
The Handbook required providers to give students written information about the course and key rules, including assessment, moderation, extensions, authentication and appeals.
2027
The Handbook now explicitly states that this information must be provided in writing to students, parents and/or guardians each year.
The written information includes minimum VCE requirements and course rules, school-based assessment and authentication, what an N or J result means, statistical moderation, appeals and Special Provision.
WHAT THIS MEANS FOR FAMILIES
Families should have clearer access to the rules that affect their child before a problem occurs. Ask for the school's VCE handbook, assessment policies, appeal procedures and Special Provision processes.

OTHER 2027 UPDATES
One new addition worth knowing about.
RECOGNITION OF LEARNING STATEMENT
The 2027 Handbook includes a dedicated Recognition of Learning Statement for eligible students who have meaningfully engaged in learning but cannot complete the VCE, including VCE VM, because of individual circumstances.
It is not a qualification and should not replace a certificate pathway where completion remains achievable with appropriate support and reasonable adjustments.
WHY IT MATTERS
This is mainly relevant for a smaller group of students with significant individual circumstances. For most mainstream VCE families, it is useful to know the option exists, but it will not change the normal VCE pathway.
THE KEY MESSAGE
The VCE system is mostly familiar in 2027, but several administrative rules are clearer and stronger. Families should focus on the changes that affect subject eligibility, student support and school responsibilities.

IMPORTANT - BUT NOT NEW FOR 2027
Some rules are still important, but they were already in the 2026 Handbook.
GENERATIVE AI
The 2026 Handbook already contained a dedicated genAI section. Unattributed or disallowed use of generative AI in assessment may breach academic integrity.
So this remains important in 2027, but it is not a new 2027 rule.
S/N VS SAC SCORE
The rule that satisfactory completion is separate from level of achievement was already in the 2026 Handbook. One poor SAC alone does not automatically determine an N.
This belongs in the 'how VCE works' section rather than the list of new 2027 changes.
WHY THIS DISTINCTION MATTERS
When reading a new Handbook, it is easy to assume that every rule appearing in it is new. Comparing the 2026 and 2027 documents helps separate genuine changes from rules that have simply been retained.

2027 FAMILY CHECKLIST
A few things worth confirming before the new VCE year begins.
Read your school's VCE handbook and assessment policies.
Know where to find the rules before an issue occurs.
Check EAL + Language combinations before finalising subjects.
Eligibility for two studies does not always mean the combination is permitted.
Know what the school's N redemption process looks like.
Students should have at least two opportunities after receiving an N for an outcome.
Ask about very small Unit 3-4 classes.
If there are fewer than 5 scored enrolments, ask how the partnership or VCAA exemption is being managed.
Understand authentication and genAI rules.
The rules already existed in 2026 and remain important in 2027.
FOR NEW VCE FAMILIES
You do not need to understand every VCAA rule at once. Start with how the VCE is structured, know where your school's policies are, and ask early when eligibility or assessment rules may affect your child.
